I can't buy from Vlad.

I've called Vlad to the border, but when I try to buy from him, the trade icon is unavailable, and it says "The driver doesn't wanna trade". Is this a bug, or am I doing something wrong?

Vlad doesn't drive in. He'll park in the back of a van just on the other side of your own vehicles. You're talking to a random driver coming through the checkpoint.

It was him. He was next to the garage, in the back of his van not in checkpoint.

I'm having the same issue. I called Vlad but when I talk to him in the back of his car the option is grayed out and it says "Driver doesn't wanna trade!".

When I visit Vlad's shop on the map, he is just no there. I tried looking around the building but nothing.

So I guess I cannot buy tools, weapons or ammo anymore? How am I supposed to continue the game like this?

Yes, I visited Vlad the next day at his shop and I was able to trade with him. I guess his mobile car shop is bugged.
