Which of the two routes has a better ending?
I wonder which one is closer to a happy ending.

He lost his fellow cops to Blood Fist early on, and became a party member because he didn't want to turn innocent people into criminals in a restaurant.

I went through the government missions first. The missions generally have you doing objectively good things. Arresting a traitor and murderer, arresting a murderer, rescuing a hostage, using your wits to keep a VIP prisoner secured. The ending is rather typical. The government continues it's hold, presumably until the fall of the Soviet Union or it's equivalent in this world.The people you saved are grateful and the people you imprisoned are either shot for their crimes or live in exile.

Meanwhile on the Rebel path I don't feel as good about myself. The first mission has you helping the person who betrayed your crew escape. Next you solve a murder, but then pin it on an innocent janitor who is distraught to say the least. I know later I'm going to have to kill an unarmed hostage and let an undercover cop die of his wounds. I do not feel like a good person doing this, so the results of this rebellion better be me with a giant bag of money from the Americans to thank me for my work in stopping the Red Menace.

I finished the rebel path.
My predictions were mostly correct.

The game ends in a revolution resulting in a new government of unspecified economic systems. With the way the rebels acted, it honestly seems like it would be a case of "meet the new boss, same as the old boss." This is about the only good thing that happens in the ending. I can spoil the rest.

As for the choices, they are as follows:

I helped Gavrilov, the murderer and traitor, escape. The man who not only killed my direct superior in this new area, but someone who I could also consider an "acquaintance." He and the rebel leader also tried to kill me, for what it's worth.

Next was the murderer. As mentioned previously he killed someone who was an informant for the KGP. He described the victim as a member of the KGP, but these are two different things. He also provided no evidence for this man being an informant. The ending describes how he continued killing informants and members of the KGP and later fled the country, even after the revolution he helped create had taken hold. The janitor who had the crime pinned on him is not heard from again.

Next was the hostage. I killed all the men guarding him and then let him be taken by the rebels. After revealing state secrets due to torture, he is given a kangaroo trial and 25 years imprisonment. It should be noted that despite the secrets he held, he was a secretary for a mid-level politician.

The undercover police officer is again found dying. Despite his begging for help, we allow him to die. The mafia finds his body and buries it.

You are tasked with protecting the leader of the mafia from his goons after he was captured. When the rebels intercept the transport, killing the other officers, I chose to release him into their custody. Despite the fact that I had just saved his life, even after he attempted to kill me earlier I believe, he attacked me with a knife and I'm left on the road without medical care until a transport picks me up.

The last mission is different. The rebels contact you. They use the presumably monitored police telephone to do so. Their leader is captured by the Police and is being held at the Police station and they want you to come with them to assault it. Firstly this doesn't make any sense since you don't do any double agent activities for them, like unlocking the gate covertly or assassinating guards, you just assault the base from the rear with them. This also means your cover and valuable use as an asset on the border is removed since they now know you're a traitor too. You then proceed to kill about 60 cops, including the one you have been getting money from for securing evidence. This leads to the ending. Your rescuer from the sawmill attack is holding the rebel leader at gunpoint. He still thinks you are on his side. You shoot him in the stomach and he dies.

The rebel ending is betraying and killing your friends for a cause that isn't well thought out. So it is not a happy ending, apart from idealogy.

quite insane paragraph you wrote, i finished the game on the government way and really didnt want to play it all again to see its other ending, thanks a lot

ya the rebels/freedom fighter in this game are just are literally just terrorists and are the bad guys Lol. ya the current government sucks but they al;so don't have you murdering innocent people and etc rebels seem like the worst of the options IMHO better to stick with the devil you know then the new monster Lol

I think this is the game's biggest problem.

Paper's, Please shows to great lenghts how much the government sucks. It pays you in peanuts, you get into major trouble if you can't sustain your family, you get arrested for trying to help the police, and your direct superior will send you to the gulag on false charges if you don't violate the law for him. Also, jealous neighbours will report you if you get more money than you should have. At least the rebels in that game help you out if they screw up.

But in Contraband Police? Outside of people telling you how evil the government is, what does it actually do? As far as the player is concerned, they pay well and even promote you if you're good at your job. And the worst that can happen is them firing you if you put the station into debt. And... that's pretty much it.
And the rebels? Outright terrorism, paying criminals to get innocent people killed, and smuggling drugs into the country. And, as said by Bez, they try to kill you at the sawmill, and don't even attempt to make up on it.

This game makes it impossible for me to sympathize with the rebels, since they do some pretty evil stuff. The government on the other hand clearly values me. So far the only reason someone would side with the terr-, uh, "rebels" is "Communism bad". And that's not exactly enticing.

prety much Lol the only evil things we see from the government really is "don't let smuggles in" or people without proper papers. so basically what any boarder patrol in the world does Lol

i think the devs really expect us just to think they're evil just cause as you said "Communism bad" I'm not American and i really don't care how other country's run their countries their countries their rules/laws. just like my country has rules/laws others don't
Obviously, the government/Communists ending. This ending is more suitable for the spirit of the game - the hero just does his job as a policeman and protects his state.

I don't see the point for an ordinary policeman to join the rebels and kill his colleagues just because the head of the country poisoned Navalny Garin.

There is no happy ending with communism ever.

What logic is this? Why would anyone oppose a communistic regime? Simple, it is brutally oppressive. The police men who just do their jobs are probably some the biggest scum bags on the face of the earth.

Then you haven't the faintest clue of how evil communism actually is. I am not excusing the rebel actions as some of those are down right ♥♥♥♥♥♥ up. However, the brutality of a communistic regime is beyond ♥♥♥♥♥♥ up. Go read up on some history.
