Low FPS decent PC
Is it normal on default settings to only have 40-70 FPS with a 2080ti? Was hoping that this game would have ran smoother

Go to graphics settings. Disable V-Sync. It's broken in this game.

This is FAAAAAR from a CPU heavy game. If anything, I would strongly argue this game is extremely GPU bound.

I confirm...my 2060 is maxed temp, so throttling down everytime, hence the fps drops... I guess it's not really optimized GPU side.
This means your thermal paste has dried out. Bring it to someone who can exchange it for you with thermal grizzly kryonaut or something equivalent. You graphics card should never throttle down from overheating. It usually means dried out thermal paste or psu too weak.

Yea 2060 is quite old now. Might need new paste and have it cleaned entirely. Plus like all RTX GPUs you might need to customize the GPU Fan Curve so it doesn't idle at 50-60*C and so the fan rpms kick in at lower temps.

Even my 3060 started throttling after 1 year. Factory thermal paste turned out to be garbage. I replaced it with kryonaut and it does not reach above 70 in even the most demanding games.

In game I'm getting only 19-28 fps, good pc too, when I pause it jumps to about 250fps, I've been messing with vsync and resolution, no dice, also in game the map doesn't load in, I've been sitting at the police base for about 10 minutes waiting for the cop to spawn so I can get rid of the contraband

What's your full PC specs?
It's possible that the game is using Onboard GPU and not Dedicated.

I don't understand why but my laptop runs the game perfectly smooth for about the first 10 minutes and it just slowly gets worse and worse after that. Ill start out with 70-80 fps and it will drop down to 25-30 fps over the course of 15-20 minutes. After an hour it holds at about 18-22 fps. All the boxes are unchecked in the settings menu, texture and memory settings set to the minimums, and resolution is even turned down to 1280x720 because I just want smooth frames. Don't care about bad graphics. It doesn't overheat or anything either. I'm wondering if it's a problem with memory allocation or something similar.

Specs:
Intel Core i7-10750H (6 cores, 12 threads) @2.6 GHz (up to 5.0 GHz)
32 (2x16) GB RAM DDR4
Nvidia GTX 2070 Max-Q
1 TB M.2 SSD
1920x1080 @144Hz display

Try undervolting the CPU/GPU if possible.

Try setting Windows Power Profile to High Performance then edit it and change the Maximum CPU to 90-99%

Try a 60-72 FPS Max Limit

Those specs are quite old now, might be time to take the Laptop apart and clean it out really good.

Please also note, what I derived from the demo, that this game was highly unoptimized and buggy at release making me hold off from buying the game. No idea how the state is now.

If it was throttling though wouldn't I be dealing with excess temperatures? I already have the ability to undervolt the CPU/GPU with throttlestop and msi afterburner setup because I've had throttling problems before, but when it happened before I would be reaching 95C+. My laptop doesnt even clear 70 C with this game and none of the components are bottlenecking it either (nothing reaches 100% use). I can certainly try it though.

EDIT: I tried undervolting both the CPU and GPU, nothing changed. I checked my utilization to get exact numbers and my CPU never exceeds 13% utilization, while the GPU sits at around 56% utilization. Only using 6.7/32 GB RAM, and temperature sits at 70C. Everything in terms of my power and performance settings as well as Nvidia graphics settings are already maximized on efficiency and preferring max performance in every aspect.
