What's your full PC specs?
It's possible that the game is using Onboard GPU and not Dedicated.
Specs:
Intel Core i7-10750H (6 cores, 12 threads) @2.6 GHz (up to 5.0 GHz)
32 (2x16) GB RAM DDR4
Nvidia GTX 2070 Max-Q
1 TB M.2 SSD
1920x1080 @144Hz display
That's a sign of what thermal throttling looks like.
Try undervolting the CPU/GPU if possible.
Try setting Windows Power Profile to High Performance then edit it and change the Maximum CPU to 90-99%
Try a 60-72 FPS Max Limit
Those specs are quite old now, might be time to take the Laptop apart and clean it out really good.
If it was throttling though wouldn't I be dealing with excess temperatures? I already have the ability to undervolt the CPU/GPU with throttlestop and msi afterburner setup because I've had throttling problems before, but when it happened before I would be reaching 95C+. My laptop doesnt even clear 70 C with this game and none of the components are bottlenecking it either (nothing reaches 100% use). I can certainly try it though.

EDIT: I tried undervolting both the CPU and GPU, nothing changed. I checked my utilization to get exact numbers and my CPU never exceeds 13% utilization, while the GPU sits at around 56% utilization. Only using 6.7/32 GB RAM, and temperature sits at 70C. Everything in terms of my power and performance settings as well as Nvidia graphics settings are already maximized on efficiency and preferring max performance in every aspect.
