I don't have an answer so...let me assume ignorance here (sorry) before everyone else chimes in:
Flick your flashlight until you get to Giant's Deep. You'll be ankle deep in water.
That's the SECOND to last step you need to do.
I won't go on.

My only thought, other than glitch, is that it may have been late in the cycle and the sun had already expanded to a point where the Quantum Moon might not have been able to orbit the Hourglass Twins without moving into it.
Anyway, I talked to Solanum and learned a bit more about that spooky eye. It appears the last thing for me to do is put the warp core into the vessel, which means going back to Dark Bramble. Not again, too scary! Wish me luck!
You just want to start on a location that lets you get past the equator, Giant's Deep is ideal but Bramble also works
From there warp to a location that previously stopped you getting as far as the equator, e.g. the Twins, or Timber Hearth, now the North Pole is easily available
The theory that you can't warp to the twins after a certain point might be right, but glad it's sorted now
