Hugo and the Prima Macula (Spoilers)

Just some questions on the ending:
1. The mother said for Hugo not to overdo his powers, any reason why? As it was mentioned that this event had happened before in the past, was there a hint I missed?

2. Where did the rats go? Did Hugo learn to remove the rats all of a sudden still using his power?

3. Who is looking for them still? Considering they wiped out a large majority of the inquisition and its key figures.

3. I think they mean that people in general looks for Hugo. People seeking for power. After all anyone can take a little blood from the kid and have the same power, I think...
