New Ashos - How do you get to it?

I am trying to get to new Ashos to get the Third Rhunestone and Quiver but there is no teleport to get to it by? I tried looking for a boat and even tried swimming to it to no avail. Is there some quest I have to complete first before being able to get to it?

Yes, you have to advance the main story to get to New Ashos

Don't tell me I have to finish that race to complete the Starvation quest? My Race is glitched it won't let me collect the trophy.

I'm pretty sure you actually do have to do that to advance, sorry. If you have the required willpower, you could also make a waterwalking spell I guess (water, enchant, time, protect)

Already got there. Had to complete the Tower of Fangs Quest and return the Journal back to what's her face. Then a portal becomes available to it for a subsequent quest. And no I didn't have to complete the race to get to it.

Ok, I wasn't sure, I just knew that I had to finish the Starvation quest line to get travel documents or whatever they're called, but I guess there is another way

Yeah there was. I did it by getting the inkwell for the scribe in town to create me a writ of protection. So you beat the race? Impressive! I just didn't have the patience for trying to de-glitch it. Kind of feel bad though that I wasn't able to save the town from starving to death. LOL
