How do you use Surcoats over armor?

Every single surcoat I have found in this game says it's tailored to wear over robes, I can’t find any that’s tailored for, or any way to put the ones I do find, over armor?
But I see pictures all over the web of players wearing armor with surcoats over it, so there must be a way.

open new character make 8-10 level than you'll see in shop,after that level surcoats disappear
