Lara basically became a Rambo but that can still feel things and think better for herself, she was almost raped and killed on TR 2013, forced to kill and fight for her life, then at Rise she saw more of that and had to take the consequences of her action, now she dont know wtf she is actually doing but she will finish the job with these guys and she wil make sure of it, when combat starts Lara flip the switch and become Rambo, yes, a killing machine, that i s there to kill other guys that are also killing machines and kill everyone around if they feel like, feel in danger or see a purpose for the deaths of everyone around.
Lara is basically not a serial killer but a well trainned soldier ready to kill when necessary and that can be really good at her job.
In that game Lara attacks area 51 and kills every poor guard of that place like a cold blooded killer.
Through all three there has been a massive disconnect between the writing in the cutscenes and the actual gameplay, sometimes even to the point of making me laugh out loud.
Don't get me wrong, I've enjoyed the games, but the stories and characters are dreadful, cheesy, B-Movie nonsense. If they do a fourth game I hope they just accept the silliness.
One can only assume Lara would use tranq darts or something for them that we don't get in gameplay. It's likely they simply didn't think it all the way through so they had Lara kill soldiers simply as they needed baddies to fit the location.
The "museum guards" in London on the other hand are another story: it is illegal to arm public security guards over here so the ones Lara fights are likely more of Sophia Leigh's mercs in disguise. Same applies to the Thames Wharf plumbing area guards and maybe the castle guards in Lost Artefact (unless they work specifically for Willard).
The tribesmen in the South Pacific are no problem either as they're cannibals and attack Lara first, though in this day and age it might still raise unfortunate implications.
What I find strange is that in Antarctica later, Lara ends up having to defend herself from the very people she's working for because they attack her on sight for some weird reason. They even attack her after she deals with their abusive boss i.e. Dr Willard at the end of the game, resulting in her shooting Gary in the face. (or as I like to think, firing a warning shot to scare Gary into flying her out of Antarctica instead of actually killing him)
Core did realise the lack of non-lethal options for innocent guards was a problem so in TR4 they gave us flash grenades, in TR5 we got the occasional stealth KO with a crowbar or chloroform and TRAOD gave us melee attacks, a tranquilliser and a taser. Granted, we still had a good chunk of killing and once we lose the non lethal weapons in AOD, we never get them back but still...
The tranquilliser even returns in Underworld.

for me it's just action.
The only time killing cops or guards becomes more feasible gameplay wise is when you lose all your weapons in Von Croy's Apartment: you never get most of them back, stealth KOs become harder and the non stealthy melee combat is awkward to get used to and poorly explained.
