Microsoft hid the game mode setting a few months ago.
internet is full of obsolete instructions on this particular subject.
You need a CPU upgrade for newer games to be able to take advantage of the 1080 ti especially if you are playing at 144hz.
4cores is a budget CPU paired with a top of the line GPU. You can try turning LoD and level of detail down to render less object on screen and see if it helps.
According to gamegpu you will go from an average of 69fps to 105fps at 1080p.

I haven't seen it enabled by default in any game. Usually have to enable it in game bar per application. But it if was enabled by default for you, great!
