like many other games i think this game will have bugs and frame drops on release, both pc and consoles. but they will release patch to fix those. consoles will have the option to run 60fps @1080p or 30fps @4k, if your pc is running Rise without significant problem then you good to go.
it's really up to you, if you doubt your pc can't run this game then go for the ps4.
PC will be all around the more superior version. Just look at the previous games and how well they ran compared to consoles. All the games also scaled back their graphics and shaders so consoles could handle them.
Playing on console is just unacceptable. Thankfully we're finally getting Halo Infinite on PC too! That pretty much invalidates consoles!
Take the console version to play, never mind the configuration, the game will be playable without problem.
In any cases, your PC configuration is near of the console version.
