But all bigger monster is a pro tip. Or low level you can just kill by hiting them without going into turn base mode.
At level 3 it has a 40 - 50% chance per hit. Take along Alisa and Emma to feed CP and S-Craft spam. If you get lucky to S-Craft on a sepith bonus turn then Scepter also stacks on top of it if it procs.
Sepith drop from Scepter is also dependent on enemy sepith drops.
The best thing though if you are still early in Act 2 is to just keep a dedicated Scepter user and continue playing whilst giving priority kills to the Scepter user.
Level 2 slots are required for SR quarts and Lost Arts gems. So if you plan on doing any sort of optimising youll need those slots at level 2 for your main team, not just the casters.
There's not real good way to farm Sepith untill the final, final dungeon (in the epilogue).
One tip I can give is to not make any Quartz that isnt EP Cost, Cast, or Action. You can save a lot of sepith that way.
