It's a straightforward adventure game: Driving sections generally just drive from point to point delivering packages etc.
Walking sections is just picking up the various items and loot around the city-scape, and perhaps talking to people along the way for some tidbits.
You do get to make a decision or two along the way, but essentially that's it.
Play it for the atmosphere and the story essentially.
So there is really no gameplay. But the athmosphere, characters and story is amazing. So I would still recommend!
Far Cry, Red Dead Redemption 2, Cyberpunk 2077, Outcast - Second Contact, Days Gone, Horizon Zero Dawn, etc.... would therefore be walking simulators if I follow your reasoning

CloudPunk is a very good game with a cuberpunk atmosphere, we like it or we don't like it
the only complaints I could make about this game is the transition between the maps by screen loading and not an open world type map, the piloting of the vehicle and that we cannot access the interiors of the buildings safe those who are part of the story (your apartment for example, the godfather's night club, etc. ...).
But the story, the side quests, the visual and sound dressing are really very good
You have to like the dialogues between protagonists, it's a novel in the form of an rpg, a good cyberpunk novel

And very few choices in objectives with no dialog choices. It's a beautiful game but I got bored so fast especially with Rania being so unlikable.
Gameplay-wise there isn't a lot, think GTA but leave out most minigames and the whole shooting part. You can take part in races, you can explore the city on foot and in your hovering car, and like I mentioned you get to meet different main and side characters that tell their story. Some you meet once, others more regularly. I really liked the gang members you can encounter very early on:
They are criminals because they build playgrounds for children and plant trees and flowers on corpo property. It gives you a good insight into what Nivalis stands for and what city you're living in now.
Also, FPV added a lot of atmosphere but you should definitely try all three perspectives (fixed third person cam, over the shoulder and first person)
