Not all of them do, but yeah, it was something I noticed early on. My guess is some of them require it due to system failures around the city, similar to how you have to repair some.

I think this is appropriate for a funny/weird story. This one time at my old apartment building I came home and wanted to take the elevator back to my floor. Before I pushed the up button, I decided to check the mail which was right next to the elevator lobby. I assure you, I saw the whole time both elevators were at G for Ground (my floor). I checked my mail and went to the elevator lobby and pressed the up button. Lo and behold there's a dude standing in the elevator. He seems to be waiting for something but I couldn't tell you what for. I was surprised because I instantly was aware of the fact that the elevators have sat idle and this dude must've been in them the whole time. I entered the elevator and the dude mumbled something and walked out. Never saw him again. To this day I still wonder if I'll ever see him again in another elevator. I wonder what he was up to.
