That's disappointing.
Graphics options are a pretty well understood thing in the gaming industry. Making your games accessible is a pretty big focus these days.
Streamed this game fullscreen as if I was playing it, and sure enough, after about 15 minutes I was getting pretty bad eye strain and a headache because of the amount of bloom and blurriness in the visuals. Looks like I wont be buying it until they can give people the option to disable it.

What are your system specs and when does it stutter? Does it stutter when dialog sounds are about to play?
Bloom is most likely not linked to 100% cpu usage or stutter. Might be best to start your own thread for optimal visibility and tracking for the developers.
Hi, I'm having the issue you're describing, it stutters when dialog sounds are about to play, everytime the character speaking changes
It helps to install the game on a fast SSD. And reduce background harddisk activity to a minimum.
