I had issues with what the flower power edition was as well at the beginning. I will certainly request for this to be explained better.
The Flower Power Edition contains the optional DLC
Flower Power and Supreme Commander which are optional packs that add:
Flower Power
- Cosmetics
- 6 Extra US Policies
- 6 USSR Policies
- 5 Decisions
These are focused on peace efforts in theme.
Supreme Commander
- Cosmetics
- 3 Extra US Policies
- 3 Extra USSR Policies
- 5 New Decisions
These are focused on the war efforts in theme.
That is the flower power edition.
There is also Eyes Only which I personally love that was created by the Hearts Of Iron mod team that did Road to '56
This adds significant content to the game and I suggest looking at the store page for it.
So the best part is if you play multiplayer only one person needs the DLC.
So to get it all would be Flower Power Edition + Eyes Only
