Do you need to play DF1 to play DF2? Not really...not for story or any other reason.
Course, i could be mistaken on the story front...if any long time vets know.
DF1 is older and therefore has more content so far.
DF2 is very free to play friendly.
If you can't make up your mind, I would recommend trying both.
If undecided, take a look at gameplay from each one and decide which one appeals to you more. If you prefer the more top-down style, consider DF1. If you prefer the more Resident Evil remake style (over-the-shoulder), go with DF2.
There is also nothing stopping you from eventually trying both of them (eventually).
Although As someone else said DF2 is much more free to play friendly.
