EDIT: the police station is safe to scavange through as no zombies or enemies spawn inside

What I discovered is that (if you have the fuel) you can go to Haverbrook Hospital outpost. It's huge, and just like the police station, there are no enemies. There are several floors and many more rooms. Not every room will have something lootable, but you can get a bunch of items that way, and perhaps there is a slightly higher chance for healing themed items because it's a hospital, or the specific furniture you loot? Unsure if that affects things.
Secondly, save/buy items with Health Restore to wear temporarily when you consume a healing item, to maximize the hitpoints gained from it.
