Finding NPC/Quest giver location

I found blood samples in Riverview Apartment A, Archbrook, with "property of Raven Maynard" but i do not know who/where that person at, as I did not accept any mission on this apartment.
Does anyone know where this NPC quest giver at ?

Aye i am in the same situation as you, i found blood samples in coopertown inn and i don't know who to talk to. lol

lol, i thought the wiki would has the quest info so i go on and found 5 blood samples, checked it and now stuck with it as don't know where the npc is

They're either in dallbow or Haverbrook. If not, I'm sure there are other outposts in higher leveled cities. Or if really unlucky, they're one of those folks that are hiding in some 4th floor of a building in the bathroom.

found the answer in wiki, luckily i re-check the wiki as it is being updated, before i scrap the blood sample
