Report a translation problem
The game doesn't know that, I think one of the main reasons it stops you is because you could scrap/sell all the items on the char and send the money to another. A really really dull way to get 'free' cash but people did it all the same.
There are plenty of buildings and area's as you progress. I don't see how you can run out of loot.
Also I don't think you are supposed to be going round guns blazing early game. Though its still possible if you sell other things and buy ammo. Idk, not really a problem after level 5. Then again I've used melee a lot more anyway.
