iirc Mega Man Legacy Collection had some issues with Fullscreen as well, so not surprised if this is still the case.
I'm still getting the slow frame rate, despite this.
If so, what and by how much?
No, I don't overclock.
Those "switch full/window" solutions did not helped me.
X1 to X4 run 50 fps at my integrated Intel HD Graphics 5500, but ran 40fps on my (more powerful) Radeon R5 M330.
So, guessing there was some driver problem, I force-updated the Radeon Driver. Now I get 58fps on Radeon, for megaman X1 to X4.
But, MMX8 is still 30fps no matter what, Intel or AMD, it is still Slow-motion.

I'm pretty sure that's well above the recommended specs for the collection.
Capcom has a fixed topic about these bugs. They are gathering data there.
Place your bugs and your specs there.
Hopefully, they may patch it someday.
