Black Screen and a Crash? Try this.
Bear with me, I know it sounds utterly stupid. I mean, why should your monitor affect anything, let alone silently crash your game? Well, let's get a few preliminaries out of the way first.

First, know what model/make your monitor is. Mine is an ASUS VG248QE 144hz 1ms response time panel with NVidia 3DVision plugged in via Displayport to a GTX1080. This is important in your replies to this. I'm building a list of monitors that work and monitors that don't, so I can send it to Capcom after some more research into why some work and others do not, and it seems like ASUS panels don't like this game for some reason.

Second, if you hit play and the game tries to load up with a black screen and then crashes a few seconds later with NO ERROR MESSAGES AT ALL (this is important), this solution is for you. If you're getting actual error messages, you should still try this, but it's better to refer to whatever the error message is telling you, such as a missing DLL or something, and then google/download that thing you're missing. Once again, this is for people who get NO ERROR MESSAGES AT ALL, just a black screen and then a silent crash a few seconds later.

Third, if this does work for you, there are no settings you can try that'll get you back up and running when you close it. You will have to do this trick again. Is it stupid? Yes. Is it necessary? Right now, yes. Until the game is patched to fix this problem, you're out of luck.

Fourth, if you're on a Laptop, disregard this post. You won't get any help from this unless there's a way to turn off your laptop's display temporarily, and I don't know about this because the game runs on my laptop except doesn't get any sound.

Fifth, as an aside I should mention this is also for single monitor setups. Somewhere in the forums there's a topic discussing multiple monitor setups and how to get it to work on those, I don't have the details.

With the preliminaries out of the way, let's get into it. First thing you want to do is decide which is easiest to unplug. Either from the back of your PC or from your monitor; for my instance I chose the Monitor since my PC sits low and I don't want to pull my PC out from its tray to get to it.

1. Hover your mouse over the play button.

This is important, because if you don't, you won't be able to actually start the game because you can't see. So just hover the mouse over it, and don't move it at all.

2. Unplug the display cable (HDMI, Displayport, etc, not power)

This'll obviously cut video to your computer, which is why the first step is important. The idea is to essentially make your computer believe there is no display attached.

3. Left click your mouse.

Remember that we had you hover your mouse over the play button? This is what it's for. Left click to star the game.

4. Listen for the Capcom jingle.

If you get your sound from your monitor, you're out of luck here on this step, but no big deal. If you can, get some headphones or some speakers to plug in directly so you can tell the game started, or, if you don't have access to that, wait about 15 seconds, and then move to the next step.

5. Plug your display cable back in (HDMI, Displayport, etc that you removed earlier, not power)

This'll restore video to your computer. I know, super obvious stuff, right? Well, if you did everything properly, your screen should come back on and you should see the game up and running. Enjoy yourself. If it didn't, please let me know.

Like I said, I know this sounds absolutely stupid. But I've tried everything else and this is essentially the Tech Support equivalent of "turning it off and back on again" or in short, working from the plug up. My assessment so far, my hypothesis on the matter as a developer, is that this game wasn't designed with PC's in mind at all and we got a rather shoddy port of the console versions that are commonly played on a TV. As a result, it's missing support for certain display types, and this thread is not only to give you a solution, but also to collect information. All the information collected here will be cross referenced and I'll send something detailed to Capcom when it's finished given they don't release a patch fixing this stupid problem.

I don't know what to tell you. I no longer need this solution, the game just works now. I thought it was fixed, to be honest.
