Report a translation problem
Check your steam settings>Game>Enable Overlay.
Then check your individual game settings and make sure it's not disabled there either.
Maybe it's just not visible?
Try pressing the screencap key in game, you can check which one it is in the steam settings, and see if you either here the confirmation noise, or if once you exit, it shows up in your library.
You can try also running steam and/or the game as admin?
I'm not familiar with anything causing the steam overlay not to work or how to fix it...
EDIT: I found a possible fix. Just go to the game's folder (Programs\steamapps\common\Mega Man X Legacy Collection), right click RXC1, properties, compatibility, mark Run program as administrator.
For some reason now the game shows the normal Steam overlay instead of the Big picture one, but at least it works. I'll try to get some achievement and see if it pops up as well.
