For a permanent fix, go to the game folder (C:\Program Files (x86)\Steam\steamapps\common\Mega Man X Legacy Collection), open the file config.ini with the Notepad, and change RefreshRate=Unknown to RefreshRate=60.00Hz, save the file.

I went as far as doing a fresh install of Windows 10 and then trying again. No dice. It doesn't do anything, the games are still stuck at 50hz.
What I've learned over the past 8 years since getting this pc is that it is nigh-impossible to design a game that will run on any graphics card, anytime. You need to use the GPU recommended or higher, for this stuff to work right.

I should say too that getting the Switch Version is great; I mean now I have two but whatever Megaman X ♥♥♥♥♥♥♥ rules
