Elevating Vest does not award Bonus XP

I've gone from L15-19 on my entire party since putting an Elevating Vest on Eric, and he is still exactly 3608 xp behind the hero. In short, I'm not seeing a trickle of bonus xp closing the ever present gap the story put him behind the rest. Was hoping to even everyone out before taking on that bloody spider again, and apparently this is broken in some manner.
