How does stealing work?

Can someone explain the specifics of stealing to me? Are there any steal-exclusive items? Or does steal purely function as a chance to get the enemy's dropped item without killing them?

If you have not noticted, drops are rare in this game. Later on you will need many drops, so theft is key. It is affected by deftness.

All monsters have common and rare drops. Stealing tries to nab an item. When it works, you're most likely going to get the common drop.

But you can use the Pep power that steals to get a great chance at the rare drop.

Also enemies can still drop a chest even if you've stolen from them.

So the enemy is not "holding" any certain item when the battle starts, you actually have a chance at both items but the enemy will have "nothing worth stealing" after one successful steal?

That's... really stupid. Wish I had known that before I spent an hour trying to farm restless armor for their rare drop. Now I have to go out of my way to get an ability that I won't use because I chose greatswords for the hero. They should have put an improved steal ability deep in Erik's guile tree instead if they insisted that rare drops be gated off.

Fire Slash is 3 points I believe, and the very first sword tree skill. You don't even need to use swords to use the pep skill Itemized Kill.

That can't be true. I've Half-Inched rare drops plenty of times. Just most of the time it steals the common drop.
Just like Itemized Kill will usually steal the rare drop but sometimes grabs the common drop.
