Sorry, but I have to strongly disagree with you here. My first playthrough of DQ VIII was the IOS port on an ipad. I admit it looked great, but once I tried the PS2 version I could never go back. I usually turn off voice acting... but this is one game where the VA completely transforms the experience. The localization here absolutely bringts the characters to life! Also, once you hear the orchestrated OST on the PS2 you will cringe whenever you hear the midi soundtrack again.
I also eagerly bought the 3DS version as soon as it came out what I thought would be the "definitive" edition... and I found I couldnt get through it. The nerfed graphics and sound just ruined it for me. DQVIII is supposed to be a storybook come to life, and seeing it as a blurry pixelated mess just didnt work. Also this is Dragon Quest - I actually prefer random encounters as it racks up the tension as you limp back to town trying to preserve your last Chimera Wing for a real emergency. The visible enemies was interesting, but not my personal preference.
Not sure if others wrote this but hands down the way to go is emulation. Dump your LEGALLY PURCHASED ps2 dvd to an .iso file and download PCSX2. Even on a potato of a system, you are going to be able to upscale the resolution to greater than 1080p and crank up the MSAA. Unlike many PS2 games, the cel shaded graphics look absolutely outstanding on modern systems. And if portability is your thing, check out the GPD Win2. I'm currently doing another DQVIII playthrough on that - runs perfectly at a 720p resolution (you have to set a custom resolution of 960x720 to maintain the 4:3 aspect ratio).
Yeah, PCSX2 is great, but I'd love to be able to buy a modern port of VIII and the others on PC. It'd be delightful to have all the DQ games in my steam library.
