Loose example, if you have 25 HP out of 110, Heal All will use Midheal to get it to 102, then Heal to get it to 110. Handy Heal All will use Midheal to get it to 102, then judge that "3 MP for 8 HP is not worth it" and stop there because 102/110 is "close enough"
In general, Handy is good enough for everything except maybe bosses where every point might count. The regular Heal All came first and has been in the series for a long time so they probably thought instead of replacing it, they could just have both.(the command was also useless in older games because it wasn't programmed correctly and thus wasn't actually efficient)
I generally open the menu with Y and press X (on the controller) which gives you a quick handy.
