Any tips on who to give the skill of seeds and on what?
maybe a character who need it more than others? maybe a skill to rush that is very strong etc?!

Not without spoilers.

That said - if you want spoilers, there's a simple list of exactly how many skill points are needed for each character to get all their skills activated at level 99.

That way, you can know ahead of time that you can give 'character x' 3 skill seeds, and 'character y' 14 skill seeds, and have none wasted by the end of the game.

It is very possible to max them all by the very end of the game, and you won't get bitten by 'wrong choices' with no way back in the long term.

Anyway, that list will be everywhere once the game is out - and you can easily google it, along with ways to max those.

But looking it up will be taking a bit of gameplay from you, and the strategy of deducing the value. It'll also tell you every playable character name.

Half-spoiler if you're not planning on just looking it up:

I'll just say this - don't use more than 3 seeds on any one character.

Until the end of the game, yeah, just to avoid going overboard with skill points you can't use on anything. Once you're there at max level, it will be obvious how many points to finish everything off.

You're going to need to do some extra obvious end game repeatable tasks to get everyone maxed - if you're really wanting a skill early, it's not the end of the world to have to make up the difference later, just time-consuming if you want to 100% everyone from a sub-optimal state. It's just a bit more of the same final cleanup, no huge deal.
wait to learn a skill or passive does it mean for ex use 5 skill points at the same time to unlock? so you have to stock up on certain points?

It's like the previous games. You get points on level up (not random), and you can use skill seeds to get single points (also not random) between levels. Each character has their own pool, and you can use the points to buy skills at any time, though it prompts you to use them at every level up.

Skills can cost around 3 points at the start, then around 12-20 points per skill after you're out of the starting section. That's why the skill seeds don't go as far as you'd think - but when you're ALMOST able to buy a skill, it's tempting to resort to them.
