[Hard mode] Electro light doesn't work?

Playing with HM+Lower mobs no exp
When i use EL@lvl29 it always spawns me x2 metal slimes and x1 liquid slime, which either instantly run away or give no exp.
Please help! What am i doing wrong?
How do i summon harder mobs?

"If you're not already using it anyway, you want to use the Pep Power called "Electro Light", performed by the MC, Jade and Sylvando. This will spawn Metal enemies scaled to your level which of course will cease to give you experience before you get to the next tier

HOWEVER

if you do it in a battle that has regular enemies that will still give you experience and you kill one of those enemies before using it, the metal enemies it spawns will give you experience as well."
