Might is Right Quest
Attemping to complete the Might is Right quest by defeating a Harmachi. Been at The Hotto Steppe Southern Whale Way Station defeating Bilhaws for about 2 hours and not one Harmachi has appeared. Am I doing something wrong?

Just unlucky. I wear the ring that increases rare encounters and flee every battle if the rare doesn't spawn because I don't want to wait for respawns.

I had to kill 70 bilhaws before he showed up, don't give up.
