i ozned 80 times out this city and in it wont rain im getting annoyed trying do this side quest ugh

I think you what you have to do is change the time so rest at camp to different times and see if you can find the cow in the zone to tell you the weather.

Yeah cows talk, and know the weather.

Yeah, find the cow in the area and talk to it. It will tell you what the weather will be like. When it tells you when it will rain, just camp and advance time to that.

That actually won't change the weather. The weather's based on the time of day. So you'd need to rest at a camp to advance the time.
