[Solved via Ini Command]Game ignores Steam Language setting and forces OS language -- dafuq, how to fix?

Steam is running in English. Game options for DQ11,Language set to English.
Yet game runs in german... I've been scouring the .inis, but sofar no luck.

Hopefully... I can really do without a cringy german translation taken from an english translation taken from the japanese original... plus, it's ultimate stupid game design not to offer the choice in the first place, and to ignore Steam settings.

Yeah, seems to be... none of the .inis in \Documents\my games\ has any language settings in them.

And to make matters worse, not only is all text german, we even get forced subtitles... how do devs miss this, how could anyone have thought taking that much control over audio and text language and subtitle settings away from the player would be a good idea?! -.-

Steam set to English, game as well, did not work, text in German.

OS is English as well, but I still got German text.

I changed the Region in the OS settings to United States and even that is not enough, still German text.

Finally, changing the date / number format to English (or match system language in my case) did the trick.

I tested and just set the format to French, everything else is English or United States and the game is in French.
