Because Square Enix are not releasing a PC version in Japan, despite many Japanese customers asking them for it. That said, there is still effort and licensing involved even when it's just the text. For instance, the first Danganronpa game on Steam apparently had to have it's Japanese text release delayed because they had trouble licensing the font used in the console versions for use in the PC version too.
In this case, there's at least 2 different companies involved. Square Enix Japan who own the Japanese version (and have the rights to the text) who are not interested in releasing a PC version, and whichever Square Enix overseas company handled the localization, which doesn't have the rights to the Japanese text.
So if you want to play this with Japanese text you'll have to import a PS4 version, or buy a Japanese 3DS and then import a Japanese 3DS version.
Because you didnt specify what you were talking about. You just said Language. Seeing how the spoken voice is only english, its very easy for people to read into your vague as hell statment and come to this conclusion.
Your lack of communication skills is the problem. (Or your just an idiot/troll)
