The reason Japanese developers sometimes get stuck in 30FPS land is because they develop engines only to work on one console. That's not an issue here. None of the game logic should be locked to FPS rates, so at the very worst, the FPS stuff should be fixable... likely won't even be an issue on PC - but who knows.
The genre really doesn't matter when it comes to frame-rates. Higher frame-rates = smoother gameplay, controls and look. Not to mention that 30FPS look quite bad on high refresh-rate monitors.
There's no need to tie frame-rates to game logic in the first place, so if they coded their game correctly, then everything will be fine no matter what frame-rate the game is running at.

can you explain what config file you tweaked and the settings?

Copy and paste this into your start menu
Documents\My Games\DRAGON QUEST XI\Saved\Config\WindowsNoEditor
Open the file called GameUserSettings.ini
Look for the line that says
FrameRateLimit=60.000000
Change it to what ever FPS you want for example I have mine set to
FrameRateLimit=144.000000
Do note if you go into the FPS setting screen in the game at anytime it will be changed back to 60 FPS
