Where is Noa (spoilers)

So I'm doing the sidequest to rebuild cobblestone, but I can't find Noah
The person in hotto says he went to Gondolia but I can't find him.

Enter Gondolia and walk in a straight line. He's right there, in the very first square with shops at both sides.

Thanks, I immediately sidelined what I was doing for this quest...
Once I learned that pep pops were a shop item in rebuilt cobblestone...
