Where can I find/buy a Circle/Wing of Serendipity?

Wings of Serendipity is the prize for the last horse race which requires you to beat a post game dungeon to unlock.

Circle of Serendipity is the reward for turning in 75 mini medals.

I have been play roulette for the past couple hours now for a quest but it never lands on jack pot. Is there a trick to getting it to land on jack pot.

I'm not sure of any tricks. Just sometimes you get bad RNG.

I've seen some people talk about getting millions of casino coins in about an hour... but I spent roughly 10 hours at the first casino playing slots just to hit roughly 130k. I never once hit the actual jackpot itself though.
