Edit: looking at the price history on steamdb, it seems that back then you paid the lowest price that the game ever had...
Anyway, I paid $20 about a year ago or so and I think the game is worth that much (if that's your type of game).

It's not unusual for games to have strong discounts and then reverting back to weaker discounts. Another trend I've seen is that Japanese games tend to have higher prices than western "AAA" games and that Japanese games often lack "GOTY" editions that include all DLC.
To purchase Tales of Arise with all DLC, you would have to spend around $127.80 on sale (normal price around $195). Whereas Far Cry 6 that was released in the same year (2021), you can buy the game + DLC for 30 bucks on sale (normal price 119.99):
