When do you unlock new characters?

Hi all, I'm currently level 10 with two playable characters. I can't find any answer as to when I will unlock each new character outside of the general "you unlock them by progressing" b.s.

Around what level or progress point do you unlock each new character? I'm looking for more freedom and variety from the game!

You get new characters as you advance to new locations, is that simple.

By the time you finish the third region, your party is "full".

You really do get them by progressing. You get two characters per region for the first three regions. You can't miss them; they're tied to the story. There are no optional characters.

The first region is the only one in which you get two characters almost immediately (Iron Mask and Shionne). For the second and third region, you gain one character near the beginning of the region's story and the other character near the end of the region's story.

The order of recruitment is: Rinwell, Law, Kisara, Dohalim.
