Can't buy the ultimate edition if you already own the game?
Steam doesn't want me to buy the ultimate edition of this game because I already own the game. It's kinda stupid because if I buy all of the add-ons separately if with come out to be more than twice the price of the ultimate edition on sale right now.

I don't understand why Bandai Namco doesn't make a package for the game, to remove certain items if you already own them. It sucks because I really wanted to start the game with all of the new costumes and stuff.

BNE, please fix this, and make packages for games like these.

If you dont mind, you can ask Steam Support remove base game, then buy Ultimate Edition.

Remember that Ultimate Edition doesn't include everything. These are:
Pre-Order bonus, Starter Pack, BGM Pack, Relief Support Pack, Growth Boost Pack, Hootle Attachment Pack and SAO Collab.

You can remove the game from your account here:

If the link doesn't work, click on Tales of Arise in your library > Support.

It is intentional. They regularly do this for their games with hopes of making you spend significantly more. It's always been a shady practice of Bandai and their often heavily inflated DLC costs.

Try what the other two mentioned as possible solutions.

It kind of seems like a Steam thing, though, to not just apply whatever DLC is available that you don't have.

You could be right. I might just be mixing it up with their pricing habits in this situation where they charge individually outrageous values after double checking. Seems this is a consistent issue with Steam, itself, and the pricing issue was Bandai's individual DLC to equal a basic upgrade to higher tier equivalents such as this from Ultimate at $109.99 vs buying basic and individual DLC coming to $124.89... They did same thing with Code Vein and some others I recall. :/

It depends on the game, it's not a steam thing.
Some games have ultimate editions as an upgrade or a collected bundle usually slightly discounted
