Cannot use fast travel once in a while

Every once in a while, when I try to fast travel. All the destinations have a red slash and it say I can't use fast travel at this time.

It usually happens when I finished a side quest and want to return to town.

Everything from the ship washes up onshore and the recipe from the owl side quest can be found later too. There's topics on it here I was reading.
