Overall i would say, you are around 70% if you did the available side content up to that point.
I was expecting it because Tales basically always works that way. What you thought was an ending turns out to be the opening for the final act. Although another thing Tales almost always has hasn't happened in Arise that I can think of, so it wasn't necessarily a given, I just expect it by default.
If I don't fight anything after him then it might as well be.

Not really, no. Final boss is level 60 if i remember correctly and you are usually around early 50s at that fight unless you grind a lot in the last dungeon.
All things are possible in story mode with paid dlc /s.
Also the thing with absolutes like "Can't" is that they're easily proven wrong. You should probably go with uhh.. "More than likely won't 3 shot bosses."
