Missing Law Arte??

My question is regarding Law's final aerial arte Hegemony Flare. I'm not sure if I'm the only one encountering this issue. My characters are level 95 and my Law's proficiency are all capped 9999 except for spirit. Am I missing something here? I've checked and I don't think hegemony flare is a dlc arte either. Any help would be incredibly appreciated :)

I'm also missing Hegemony Flare, not at max proficiency but I'm close level 61.
Edit: Level 100 Law's proficiency is maxed except spirit, still don't have Hegemony Flare. Unsure if this will carry over into NG+ if I keep artes and proficiencies.

Update: Hegemony Flare, Divine Fang Blast and Razing Flame all require Spirit proficiency to unlock.

Thanks for actually updating the post. Any idea how much proficiency you need to start unlocking them?

Went ahead and spent 20 minutes spamming Steel for proficiency, got all 3 unlocked by 500 proficiency or so. Sure would have been nice to have some of these artes 30 hours of gameplay ago lol. Just a side note, if you flee a battle, you don't get proficiency, so be careful using the 1 damage artifact to farm.

I've been trying to raise Spirit for a few hours by spamming Steel but it's either going up slowly and sometimes not even changing the proficiency.

i saw this earlier aand spammed seel and ive got 1500 prof and still it hasnt come, am i like missing something?

You need to use an aerial arte and it'll show.

just to clarify i need any aerial arte prof? cause a comment earlier in the thread said it involved getting my spirit prof up

YOu need to level up spirit AND THEN use an aerial, since it's an aerial arte it requies you to use an aerial, even tho it asks you for Spirit.
