She's not so underwhelming that you can't use her, as long as you're not trying to be "optimal", which isn't necessary here.
Enemies are too chaotic and NPCs don't coordinate with each other well enough to really take advantage of tanking mechanics unless you're doing it yourself. As an NPC she can't be relied on to pin down the strongest enemy/boss while the others take out trash, or to reliably not waste CP on her HoT when Shionne/Dohalim already has it covered.
Also, like the other NPC AI, she has a tendency to go ham on attacks and miss opportunities to block, which can get her killed more often than you might like from a tank. If you main her you can hold one or two adds and/or a boss with only safe attacks and only take serious damage if you screw up.
She is pretty decent about trying to keep adds off your squishies but she'll sometimes bring friends with her when she does, and she's not smart about keeping the things she has aggro on away from the rear line, which is also annoying. Instead she'll hold them in place and you have to rely on Shionne and Rin's AI to notice they're in melee and get out, which they will not always do.
Doing this shes able to tank entire teams of enemies so I can pick them off with alphen.
During bosses she rarely loses aggro.
Stuff on hard hits about 10-20% harder on average, they seem to have a huge damage variance on hard that is not there on lower difficulties. Like on normal this lv 50 mantis hits me for 930-960 average, but on hard that goes to 980-1300 average.
I think the bosses tend to have attacks that will prioritize targetting your controlled character, e.g. God's Breath spell tracks your controlled character, since it tends to position their heavy hitters that even Kisara with aggro+ wouldn't remove that prioritization. And I think the purpose is so you can try to redirect the big attacks away from your party, so keeping distance away from others saved em.
As for Kisara... She can be useful but the problem is at the time she joins the other 4 will have been better developed and between her and Dohalim he ends up being more useful due to his boost, healing, and elemental advantage. And yes on hard mode her blocking doesn't fare as well against the heavy hitters and controlling Alphen or Rinwell tends to yield better results.
This, Kisara is great but she needs build up, admittedly quite a bit, but once you are there...oh yeah its all coming together.
