"Strategy"
It feels like my team doesn't listen to the instructions I programmed in the strategies.
Like if I put Ressurection KO at the top, no restrictions and I have enough CP they sometimes do like 4 attack moves before they do what I say.
Now that I'm getting to the hard fights I have to micro manage everything, even though I set them up to do what they want, but they don't listen or take a long time to listen.
What is causing this?

AI has always been a bit wonky on these games (Tales of Hearts R being a notable exception for actually having really good AI)
Still better than the AI in Zestiria, or Estelle in Vesperia

Are you trying to use Dohalim as a healer? His auto AI specifically says that he will only heal as a last resort or if you turn off every other arte. Also I think once you get enough skills unlocked the AI will try to use smaller arte to build a combo to make their casting faster for bigger artes, which can delay what you want them to do.

Like I said, I set up custom rules.
They're probably doing the combo, that's what it is

Even if you set up custom rules HIS specific AI will prioritize doing damage. Just like Shionne will heal over doing damage if its needed. Worst case scenario you can manually tell them to cast it from the arts menu in battle.

Open the start menu, go to arts, go to his page, and go to the art and you can press A to cast the art and pick a target and it will force them do to it. You can also manually take control of them and force them to cast it yourself (since you are wanting resurrection I assume that means you died and want to be revived) you can swap to playing them by either holding LB and pressing the d-pad on their portrait (the little red flag will move over their head, meaning you are controlling them) or you can swap characters in the swap menu from the start menu.
