Good afternoon. I can't complete the bibliophile quest. How to get Two Astral Crystal Fragment when the location lord is defeated and the desired mobs don't spawn again? These fragments are needed to craft the Timing Water book.

There is one you can loot from a shiny spot in the Safar Sea Cave.

Fast travel to the Frozen Valley outside Upper Safar Sea Cave, jump down the hole, and its the southern-most sparkle spot in the big lake on the Central Level. I just checked it on my game and it only gave 1, so you might have to let it respawn to get more.

What kind of enemy do I need?

No enemy, just a loot spot in the water.

Just as a warning though, you won't be able to complete that quest until near the end game, the "rarest" book is your 2nd most powerful weapon. So don't expect to complete it any time soon.

No, it's not. The last book to complete the quest is artes of the cosmos, which you unlock just before the game ends.

Go read your quest details again. One of the criteria is "The rarest book". Taming Waters is way easy compared to that. Nerrinas is correct, you can only get Artes of The Cosmos when you reach Rena.

It”s done. I crafted four books. Last book Timing Waters. Obviously I sold this book earlier.

And if you already got all the books, you obviously played to near end game, which makes my point wrong how? You never told us you were working backwards, so normally people would take it that you were just at the Taming Waters book level.
