thanks. I saw that some DLC's are non-refundable, and you need to "activate" them in the menu.
Can i activate them in my second playthrough? And how it actualy works?
Which DLC's contain UNIQUE items that cannot be obtained in the game?

I haven't played this game, but in other Tales games you can re-use/re-claim DLC on each new playthrough (fresh New Game or New Game Plus).

Based on other topics on this forum, that same principle should apply here:

Seems like some of the DLC has been excluded from Family Sharing (exfgls flag has been set to "7" (non-refundable DLC)), which triggers the following message on purchase screen:
This product contains consumable content that makes it not eligible for a refund.

I think that might cause the confusion that items are forever lost once used. Also, it's very inconsistent which DLCs have the flag set and what do not.

Following DLC have exfgls set: (which also triggers the warning message in purchase screen):
- Premium Item Pack
- Beach Time Triple Pack (Male)
- Beach Time Triple Pack (Female)
- School Life Triple Pack (Male)
- School Life Triple Pack (Female)
- Warring States Outfits Triple Pack (Male)
- Warring States Outfits Triple Pack (Female)
- Starter Pack
- Relief Support Pack
- Growth Boost Pack
- Premium Travel Pack
- Collaboration Costume Pack
- 100,000 Gald 1
- 100,000 Gald 2
- 100,000 Gald 3
- 100,000 Gald 4

Following DLC do not:
- Pre-Order Bonus Pack
- Premium Costume Pack
- +5 Level Up 1
- +5 Level Up 2
- +5 Level Up 3
- +5 Level Up 4
- +10 Level Up 1
- +10 Level Up 2
- Tales of Series Battle BGM Pack
- Hootle Attachment Pack
- SAO Collaboration Pack
- Beyond the Dawn Expansion
- Classic Characters Costume & Arranged BGM Pack
- Elegant Costume Pack
- Beyond the Dawn Attachment Pack
