The DLC isn't 31 GB, it's more along the lines of 16 GB. The files you were forced to download were the entire game, which requires 40-50 GB of disc space.

I get that it's annoying, but this is super common for modern games. DLC and bonus content are part of the game files - supposedly makes it easier to integrate everything. It's just locked if you haven't bought the key. Arise isn't an outlier here, and Bamco are neither the first nor last to handle it this way.

I already had the game downloaded.

Yes, that's what I assumed. I had it already downloaded too, as did many people here. It still redownloaded the entire thing.

the d/l was 93mb for me, the files that are updated from the d/l data add up to 31 gb, but unless you had uninstalled the data you did not d/l 31 gb

Same, re-downloaded everything. It's whatever though. This is pretty common.

Yeah, downloading 31GB 'update'. Never happened for my Steam games before, so definitely not common.

Happened with Baldur's Gate 3 when it came out of early access to release. It's pretty common. Sometimes it's better to apply updates with a fresh copy rather than patching it in for a chance to break something.

A lot of games store their files in "Packages" or "Batches" rather than just depositing all the meshes/textures in loose files. This saves a ton of space, but makes it so if they make a change or addition in that "Package" the entire thing has to be re-downloaded and not just the altered files.

yea it is common with console or physical disk games. The reason is simple, you need to update the contents along with the system since they have different versions. Most other steam games are once time built in and they don't technically add anything into the content files but rather to a domain of sort.

In any case, Bandai games are mostly like this, same with Ubisoft and other big publishers. They usually make changes so the contents also change along side with it. Steam actually limit the way how you can add updates too since most steam games are third party and somwwhat not native to any steam system at all.
