what I'm saying is do steam achievements even matter because of piracy.

maybe it's just bugged the way steam shows that info: even before the DLC launch it was showing that 0.1% players had completed it.
(I've never seen any achievement with total zero completion)

steam achievements currently have a syncing accuracy problem in general also it counts every steam player who booted the game up once, no matter what, also refunded copies count against global %

if you are pirated you can't get achievements directly to your steam account, however you can use SAM to unlock achievements even prior to release this is why there were DLC achievements unlocked prior to it
