The Expansion DLC already has a costume pack included that is different than the Classic Costumes. I could never see them adding another, and I'm sure they feel the Classic Costumes would be a good money maker DLC for them.
I guess it's possible that the Classic Costumes DLC could be given to anyone who bought the old Ultimate Editon, but I wouldn't hold my breath on that being the case and I would be absolutely shocked if it was. I'm sure they would have said somethign about it if that were teh case also. Just expect that you will have to buy the Classic Costumes separately if you want them.
I wouldn't say you're getting screwed here either. I pre-ordered the Ultimate Edition and I got to play it two years before someone who is just buying the Beyond the Dawn Ultimate Edition now.
If you're looking to save the most money possible or get the best deal, then it never pays to be an early adopter.
The point here though is that there is DLC that is only available if you buy the new $99 edition... and people who already have bought everything prior will only need buy the $30 expansion, but they seemingly miss out on that costume pack as it's not sold separately. It's shady business practice banking on FOMO to get people to double dip and buy everything else twice instead of just offering that costume pack as an option to purchase separately or be included with the purchase of the expansion pack.
No one is going to miss out on the Classic Costumes, because they'll be available as a separate purchase like every other DLC for this game.
Because there's never been any exclusive DLC in the past with this game. Literally everything has been able to be purchased separately. They even break it down into smaller packs for separate purchase, so if you only want female swimsuits or costumes for example you can buy only those.
There's literally no reason at all to think for a second that Bandai Namco is all of a sudden going to lock this Costume Pack behind a US$100 Beyond the Dawn Ultimate Edition and screw people over with what would be a major ♥♥♥♥ move.
The reason why the DLC isn't up for sale now is because there's nothing to sell at the moment. The Classic Costume pack isn't accessible now, and the only reason the Expansion is up for sale is because of pre-orders.
I'm telling you, all of you, there's nothing to worry about. I know there isn't some official statement, but some things just don't need to be said.
I think they simply added the DLC
and costumes without thinking too much about it. I haven't been paying attention to the costume since the FOMO doesn't work on me for PC games, since its just a skin. Also you can get these costumes whenever you want right? A true FOMO would be time gated with a "Limited time offer" or miss out on the costumes forever.
