Voice Acting Not Working Sometimes?

Greetings,

I am playing on English and there are times when I engage in dialogue, whether main story or side quests, and there is no voice acting. I look at the characters and their lips are still moving.

I was wondering, is there something wrong with my game or was this how the game was designed?

If it is main story, it will definitely have voice. But if you mean sidequest dialogues, they usually dont have voices despite the mouth moving.
